College of Direct Support Adds 'The Riot!' to Curriculum Offerings
Type: News
The College of Direct Support (CDS), an internet-based curriculum for Direct Support Professionals (DSPs) and managed in partnership by Elsevier | MC Strategies and the University of Minnesota's Research and Training Center, has announced the addition of a new genre of courses based on "The Riot!" - a quarterly newsletter written by and for self-advocates.
Self-advocates are those with intellectual or other disabilities who take control of their own lives, manage their care and resources, and make life and day-to-day decisions without undue influence or control from others. The first course will be "'The Riot!' Silly Rules Issue." The group said these new additions to the CDS curriculum will help DSPs incorporate information and perspectives from self-advocates into their daily support work.
Started four years ago, "The Riot!" includes information on a variety of topics important to self-advocates, such as personal time and preferences, the service system, dating and friendships, work and day programs, home life, the marriage penalty (where you lose disability income if you get married), and barriers to voting. The staff at the University of Minnesota's Institute on Community Integration (ICI), which develops and authors the CDS curriculum, will base each new course on the full content of "The Riot!" newsletters.
"'The Riot!' provides an opportunity for us to infuse the CDS curriculum with a learning tool that delivers training to DSP's directly from the voice of individuals with intellectual and developmental disabilities," said Amy Hewitt, Senior Research Associate at the ICI.
Hewitt continued by saying that "The Riot!" will help DSPs learn what is important to self-advocates and how to provide support in ways that promote respect and understanding. "'The Riot!' content is edgy and is likely controversial for some in the service system. We feel very strongly that this edge and prominent voice of self- advocates is a tremendous asset to the CDS curriculum," she explained.
Several courses built around "The Riot!" newsletters will be released throughout 2011.

Mr SWAN says the new laws will put more competitive pressure on the big banks .. calling

Fed:All parties should consider banning fundraisers: Bligh
AAP General News (Australia)

Fed:All parties should consider banning fundraisers: Bligh
BRISBANE, Aug 3 AAP - Queensland Premier Anna Bligh has urged all sides of politics
to consider banning fundraising functions with businesses.
Ms Bligh, one of three federal ALP presidents, on Sunday announced that Queensland
state Labor MPs were now banned from attending such events.
Public concern about political fundraising functions with businesspeople extended beyond
Queensland, she said.
"My view is that over the next couple of years we are likely to see, or at least over
the next 12 months, a very strong public debate about these sort of issues," Ms Bligh
told ABC radio on Monday.
But she stopped short of calling for a national ban on the practice.
"I would urge all political parties to re-examine this issue."
While she was unaware of anything improper having taken place at such events in the
past, she said, public confidence in Australian democracy was as much about perception
as reality.
"There is, I think, an emerging view from the Australian public that these sorts of
functions cause them some concern," she said.
"From my perspective, I don't like them, I never have and I think it's time they become
a thing of the past."
Claims emerged overnight that Infrastructure and Planning Minister Stirling Hinchliffe
and Local Government Minister Desley Boyle kept a 2005 meeting about a development on
the Fraser Coast, north of Brisbane, under wraps.
And on Monday morning, it was alleged the premier's chief-of-staff Mike Kaiser is also
linked to the Rainbow Shores project at Inskip Point.
Ms Bligh defended the ministers, saying Mr Hinchliffe announced any perceived conflict
of interest over the development in parliament earlier this year.
"Stirling Hinchliffe cannot have been more open and transparent when dealing with this
matter," Ms Bligh said.
"When he became a minister he declared in the most public place of all the potential
for a perceived conflict of interest and he distanced himself from anything to do with
this issue."
Ms Bligh earlier on Monday said Mr Hinchliffe would not be present when cabinet makes
a decision on the proposal.
"There is nothing untoward or unusual about a minister meeting with a number of players
about any given proposal," she said.
"In this case, Ms Boyle met with the owners of the land accompanied by Mr Hinchliffe.
She also met the council and residents close to the development."
Ms Boyle told The Courier Mail she had meetings with opponents and supporters of Rainbow Shores.
Defending Mr Kaiser, Treasurer Andrew Fraser on Monday morning told ABC Radio that
nothing untoward had taken place.

Fed: Alcohol abuse to be tackled at 2020 summit
EDS: TAKES IN KE ALCOHOL
By Maria Hawthorne and Katelyn John
CANBERRA, April 15 AAP - Tough proposals to tackle the "national contagion" of alcohol
abuse will be debated at this weekend's Australia 2020 summit, Prime Minister Kevin Rudd
says.
The promise came after the parents of a man killed in a late night fight pleaded with
Mr Rudd to stamp out the escalating incidence of alcohol-related violence.
Shannon McCormack died days after being king-hit from behind while trying to separate
two fighting youths in central Melbourne last May.
Bill and Cheryl McCormack, speaking at the Sydney launch of the National Alliance Against
Alcohol Related Violence, said they had lived every parent's worst nightmare.
"I'm pleading with the prime minister, Mr Rudd ... how many more of our young Australians
have to die and end up in the intensive care unit in our hospitals maimed and clinging
to life before our government takes a stand and says `enough is enough'?" a teary Mrs
McCormack said.
More than 25 drug and alcohol organisations have banded together to form the alliance,
which is calling for reform of the alcohol taxation system and a review of alcohol's place
under the national competition policy.
It also calls for state governments to reduce the number of venues and their opening hours.
The alliance has put its views in a submission to the 2020 summit, a two-day gathering
in Canberra's Parliament House of 1,000 of the nation's best and brightest.
Mr Rudd would not be drawn on the specific proposals, saying he had not read the submission yet.
But he promised all ideas would be considered.
"At this stage we don't rule anything out," he told reporters.
"This is a major national contagion and we need to act as decisively as we can.
"It's time as a nation and as a community we decided to turn the corner on this because
I think in many parts of the country, most parents would agree, it's getting out of hand."
The issue would be debated at the summit because it was a major issue of community
wellbeing and safety, he said.
"Our responsibility is to debate properly all options which conceivably will work in
turning this around," Mr Rudd said.
A Roy Morgan telephone poll of 694 people over the past seven days showed almost one
in five or 3.1 million Australians had endured alcohol-related violence or knew a friend
or relative who had.
The research showed more than 10 million people were concerned about violence when
visiting licensed premises or entertainment districts after dark, and 14.5 million believed
there was a direct link between binge drinking and an increase in violence.
Overall, the poll results showed 14 million Australians had concerns about alcohol-related
violence, and 10 million were more concerned now than three years ago.
Alcohol Education and Rehabilitation Foundation chief executive Daryl Smeaton said
state and federal governments should act to stop the unacceptable "carnage" brought on
by drinking.
"We need to remove alcohol from the national competition policy," he said.
"Alcohol is not like eggs or milk or white goods. It's actually a drug, and when it
is misused it's the most dangerous drug in our community."

VIC: State standing firm on P-plate passengers push
MELBOURNE, Dec 11 AAP - The Victorian government is again resisting calls for passenger
limits on P-plate drivers after a single car road smash on Sunday killed four teenagers.
Acting Premier Rob Hulls today said the government would continue to focus on driver
education, training and campaigns against speed.
"In some circumstances the number of passengers that P-plate drivers can take has been
reduced, but we don't intend to have an overall reduction for all P-plate drivers in relation
to the number of passengers they can take," Mr Hulls told reporters.
"We believe that the measures of education, driver experience, and the like, does send
a very strong message that you need to get as much experience as you can before you get
your licence and we will continue with the message in relation to speed."
The RACV has renewed its call for passenger limits on young drivers after four young
men were killed in a fiery high-speed smash while racing on the West Gate Freeway.
Currently, passenger limits are only imposed on young P-platers if they have had their
licence suspended during their first year of driving.
"Any death on the road is one death too many and my heart goes out to the families
of the people who were recently killed in a very tragic incident," Mr Hulls said.
"Obviously there has to be further investigation in relation to the cause of that so
I don't want to pre-empt that outcome but my message to to young people is ... speed kills,
drag racing is illegal."

SYDNEY, Aug 20 AAP - Ten Sierra Leone Commonwealth Games athletes who have been granted
permanent visas have settled into the Australian way of life, a refugee advocate says.
The other four athletes from war-torn Sierra Leone who went missing from the athletes'
village during the Melbourne games in March hope to be granted visas this week.
Refugee advocate David David Addington today said 12 of the 14 athletes, all now living
in Sydney, were working in a variety of occupations, including in factories, markets and
the construction industry.
Of the remaining two, one was studying and the other was between jobs.
"They have already been accepted by the community and settled into the Australian way

The four athletes who were yet to be granted permanent visas hoped this would occur
by the end of the week.
"We are optimistically awaiting the happy news on the other four," Mr Addington said.
A spokesman for the Department of Immigration and Multicultural Affairs refused to

Fed: Secuirity tight ahead of Howard's appearance at AWB inquiry
SYDNEY, April 13 AAP - Security has been increased at the Cole inquiry ahead of an
appearance today by Prime Minister John Howard.
Extra security guards were throughout the foyer of the central Sydney office block
housing the inquiry while hordes of reporters and camera crews waited outside.
Mr Howard will enter the inquiry through the main doors, unlike Foreign Minister Alexander
Downer who on Tuesday avoided the large media throng by choosing another entrance for
his appearance.
Police sniffer dogs were sent into the building for a security sweep about an hour
before the prime minister was due to appear in the witness box at 10am (AEST).
Outside the hearing room, about 100 reporters and members of the public were lined
up to grab one of the few seats in the inquiry's public gallery.
It is the tightest security has been during the 13 weeks of the Cole inquiry into the
kickbacks scandal.
Mr Howard is expected to be asked about a series of diplomatic cables warning the government
in the past six years that AWB's contracts with Saddam Hussein's regime contained $300
million worth of kickbacks.
Mr Howard was called as a witness after providing a statement earlier this week to
the Sydney-based inquiry headed by retired judge Terence Cole.
On Tuesday, Mr Downer told the inquiry he could not remember the cables, and Trade
Minister Mark Vaile experienced similar memory problems when he testified on Monday.

FreeStar Technologies Announces Overview of Strategic Plans for 2003.
Business Editors/High-Tech Writers
SANTO DOMINGO, Dominican Republic--(BUSINESS WIRE)--Dec. 9, 2002
FreeStar Technologies, Inc. (OTCBB:FSTI), a company providing one of the world's first live and operational debit and ATM with PIN-authenticated payment technology on the Internet, today announced its strategic plans for 2003. Now that FreeStar's PaySafeNow system has received VisaNet certification, the company is poised to move rapidly from a development stage company to a revenue and profit generating entity with the implementation of its business plan, the primary foci being the following:
FreeStar is well positioned to take a foothold in emerging markets such as the Latin American region and Eastern Europe. The company's PaySafeNow system is tailor made to fit in with the current demand from small to medium sized business, who are looking for a cost effective solution to capture electronic transactions. Recent statistics show that in these emerging markets approximately up to 85% of small business are unable to participate in electronic transaction capturing due to the high cost involved in obtaining the necessary equipment, costs can range from $800 to $2000. FreeStar's PaySafeNow system can be installed for as little as $150.
The company expects demand which is based on its historical beta testing with current merchants and its dialog with Banco Nacional de Credito along with VISANET Dominican Republic together with negotiations currently ongoing with financial institutions in these and other regions. Based on the above, the company projects markets sales to be in the region of two hundred thousand by year-end 2003, which can derive gross revenue up to $30,000,000.
FreeStar intends to rapidly leverage Rahaxi's 10-year track record, established customer base, growing revenue stream (currently averaging approximately US$100,000 per month), robust processing platform and historical ties to the point-of-sale industry to accelerate many of our immediate growth objectives. Foremost, Rahaxi empowers FreeStar with an end-to-end financial processing capability that few can rival. And, securing an established processing base in what is arguably the European Union's most progressive telecommunications and electronic payments market clearly bodes well for the successful implementation of FreeStar's long-term growth strategy. Rahaxi is currently processing 1 million transactions per month with a capacity to process 8 million transactions per month .The company will use its best efforts to bring Rahaxi up to its full capacity.
FreeStar's PaySafeNow system is also being utilized in the remittance market. The outlook for remittance flows to Latin America and the Caribbean in the upcoming years is striking. If immigration patterns and the economic needs of receiving countries continue at current levels, the importance of remittances to the region will keep growing significantly. At current growth rates, cumulative remittances to Latin America and the Caribbean for the coming decade (2001-2010) will reach more than $300 billion. FreeStar together with its strategic partners is well positioned to receive substantial transactional revenue and product sales from this lucrative market.
Some frightening figures show that credit card fraud in the UK alone totals US$453m (E501m) about 50 per cent of total EU figures, according to VISA. FreeStar will be entering the European market place with a population of over 400 million people. The issuance of the new EURO currency into nine countries will make economic conditions more favorable for FreeStar to launch its products.
Presently, in the United States 93% of online purchases are made using credit cards. FreeStar's PaySafeNow system which allows the use of ATM and Debit card over the Internet will enable previously non-credit worthy consumers to consummate financial transactions over the Internet. Currently there are approximately 68 million working Americans who are deemed non creditworthy and are unable to obtain a credit card. FreeStar's PaySafeNow system will allow these consumers to conduct cash transactions over the internet, opening a whole new market and increased client base for merchants and financial institutions alike.
FreeStar also intends to build a strong customer base for the PaySafeNow System in both the domestic and international sales markets, strengthen its relationship with its strategic partners such as Banco Nacional de Credito, and develop relationships with other major financial institutions. The Company believes that strategic relationships and partnerships with large financial institutions and online merchants represent its greatest opportunity to penetrate the secure online card present systems.
Establishing a strong brand name is a key essential component to attracting and expanding a broad and diverse customer base in the United States, Latin America, Eastern Europe and Europe as a whole. The Company intends to build its brand by leveraging its relationships with well-known financial institutions and merchants through joint marketing efforts with such strategic partners. The company intends to participate in major industry trade shows, and engage in aggressive advertising campaigns. It is the company's goal to establish a brand name that is associated with an assurance of security and simplicity of usage.

NEW JERSEY KNEW IT HAD A bullying problem after a 2009 study from the Centers for Disease Control and Prevention showed that the percentage of students bullied in the state was one point higher than the national average. The momentum surrounding the antibullying movement in the state peaked last September when a Rutgers University student, Tyler Clementi, committed suicide after his roommate streamed a video of Clementi with another male student over the Internet. State legislators then moved quickly to pass the Anti-Bullying Bill of Rights on Jan. 6, 2011, which will be effective Sept. 1. Thus far, the bill has proven to be the toughest statewide antibullying legislation in the country.
"The goal is to get people to know how to report it, investigate it, and deal with it," says Leonard Dietzen, an attorney who represents school boards and districts with Rumberger, Kirk & Caldwell in the state of Florida. Dietzen wrote "New Jersey Gets Tough on Harassment and Bullying," in School Leader, the publication of the New Jersey School Boards Association.
An investigation will begin the day after a bullying incident occurs, and there will be a 10-day deadline to resolve the issue. School safety teams will be formed and administrators will be disciplined if they do not investigate complaints, and the state will grade school districts on how effectively they tackle problems.

In December 2010, U.S. Secretary of Education Arne Duncan sent a memo to state leaders outlining best practices to combat bullying. He highlighted effective laws in other states, including Florida's, because it defines prohibited conduct, and Georgia, which prohibits the retaliation of those who report incidents.
Although the superintendent of Glen Rock (N.J.) Public Schools, David Verducci, agrees with many elements of the law, he feels the bill may have been a "knee-jerk reaction to the crisis du jour" and that complying with new state regulations will cost districts and may not tackle the central issue.
"I would have preferred the state set up standards and allowed districts to figure out how to meet those standards. One size does not fit all," says Verducci, who explains that Glen Rock, a suburban district of 2,600 students, already has a strong bullying policy and that restructuring it will cost a few thousand dollars.
Dietzen, however, would like to see more states adopting similar policies. "There are still many unanswered questions," he says, "but this is a great step."
Facebook is at last starting to lose its friends.(News)

TIRED of social networking? Logging off Facebook? You're probably not the only one.
Fearing for their privacy or perhaps just bored with the site, millions worldwide are said to have deactivated their accounts last month.
And Facebook fatigue is spreading - the rate of growth has slowed for a second month in a row.
In Ireland, users grew by 53,580 last month, an increase of 2.7 per cent. However, in the U.S., Canada and Britain, user numbers actually fell.
Facebook founder Mark Zuckerberg - who visited the company's European headquarters in Dublin earlier this month - famously has the ambition to reach one billion users.
But in order to reach that target, Facebook is relying on developing countries like India and Mexico to boost its numbers.
These latest figures suggest that there could be a 'natural limit' for Facebook's saturation.
There is even speculation on blogs that, as is feared for its failing rival MySpace, the website could one day disappear 'into oblivion'.
In the U.S, Facebook users dropped by 5.8million during May. In Canada there was also a fall of about 1.5million. More than 100,000 UK users deleted their accounts.
But it's not all bad news. Worldwide, Facebook is still expanding and has around 600million users.
According to Social Bakers, one of the biggest Facebook statistics portals in the world, there are around 1,995,000 users in Ireland - meaning roughly 43 per cent of the population has an account. We rank at number 57 for countries with the most Facebook users in the world.
Eric Eldon, of the website Inside Facebook, said there is a point at which the site can no longer grow, once it has established itself in a country.
'By the time Facebook reaches around 50 per cent of the total population in a given country, growth generally slows to a halt,' he explained.
Earlier this year, figures showed that half of all those aged 15 or over in Ireland have a Facebook account. They found 90 per cent of Irish people aged between 15 and 24 have an account.
Internet psychologist Graham Jones predicted that Facebook users would suffer the same kind of 'fatigue' that comes whenever people get bored after trying anything new.
'People get terribly excited about something new and after a while the novelty wears off,' he said. 'In all aspects of our lives we are addicted to novelty, so Facebook should be the same.
'Humans are social beings and up until about five years ago we did not have a website for direct communication in this way.' Facebook has been beset by concerns over its privacy, the most recent of which was over its facial recognition technology which commentators have described as 'sinister'.
The site has come a long way since it was started in 2004, by Mark Zuckerberg, in his bedroom at Harvard University.
It has become the largest social networking site in the world and made him the world's 52nd richest man with a personal fortune of [euro]9.5billion - at just 27.
In 2008 it had approximately 100million users. It has grown to 600million in just three years.
Facebook responded to the figures saying: 'From time to time, we see stories about Facebook losing users in some regions.
'Some of these reports use data extracted from our advertising tool, which provides broad estimates on the reach of Facebook ads and isn't designed to be a source for tracking the overall growth of Facebook.' Earlier this year, executives announced that the number of Facebook accounts held in the UK had reached 30million - about half the population. This represented the highest saturation of any country in Europe.

FlickLaunch Showcases First Movie Distribution Platform Built on Facebook[R] for Viewing Independent Films.
FlickLaunch, the first movie distribution platform built on Facebook for independent filmmakers, announced it would begin showing independent films for 7-day rentals on the filmmaker's Facebook fanpage. This new platform enables independent filmmakers access and the ability to market to a global audience through Facebook without the prohibitive costs of traditional and outdated distribution.
Starting today, FlickLaunch will offer the urban crime thriller "Blues," distributed by Level 33 Entertainment. The movie can be viewed in its entirety and in full screen here, on the Blues movie fanpage. "Blues" was written and directed by Brandon Sonnier, one of the youngest filmmakers to premiere a film at the Sundance Film Festival. The first 1,000 "movie goers" can view the movie for free. Go to the Blues movie fanpage, hit the "LIKE" button and the movie begins. Once the first 1,000 "LIKES" are exhausted, the movie will be only $1 to view.
"We see a great opportunity to help these filmmakers get their films seen by offering this powerful direct-to-consumer distribution platform," remarked Craig Tanner, Co-founder and CEO of FlickLaunch. "Currently, many independent films cannot secure distribution from a major distributor and rarely have a marketing budget to reach a mass audience. FlickLaunch provides an immediate solution to filmmakers for both of these issues."
With FlickLaunch, filmmakers can offer their movies on Facebook in minutes, not days or months as is the case for other Internet platforms. The FlickLaunch player and application quickly uploads the filmmaker's movie to the Facebook fanpage. Using the "LIKE" button, the filmmaker can give away a predetermined amount of free views to "movie goers" to promote the movie or set the rental price to start making money right away. Once the predetermined number of "LIKES" is exhausted, "movie goers" will use Paypal (Facebook Credits available soon) to rent movies at a price of $1-$5 depending on the film, while engaging with their Facebook friends.
"The FlickLaunch player is the easiest interface to use by filmmakers to upload and stream their movies in a highly scalable, SaaS platform for an optimized viewing experience on Facebook," commented Pinaki Saha, FlickLaunch CTO. "Users can watch in full screen, stop, pause, and resume within the 7-day rental window, all while posting comments and updates to their page."
"These days, in order for an independent film to have a shot at success in this competitive environment, each actor, director, and producer must use their Facebook friends and Twitter followers to drive traffic to their movie," commented Erik Moore, Co-founder of FlickLaunch. "It's much easier when the movie theater and marketing arm reside on Facebook."
Of the 3,812 movie submissions to the 2011 Sundance Film Festival, only 118 feature-length films were selected. A limited number of those official selections will secure any meaningful distribution. The other 3,694 may never be seen by an audience. With FlickLaunch, that story is about to change.
"Blues" stars Sydney T. Poitier (Quentin Tarantino's DEATH PROOF), Ty Hodges (EVEN STEVENS), and Ari Graynor (CONVICTION, NICK & NORAH'S INFINITE PLAYLIST).
FlickLaunch is currently working on its Android, iPad, and iPhone apps. FlickLaunch 2.0, which will be released soon, includes the first movie genome project based on the social graph.

ICT Network Readiness Index-India Needs to Step up.
India, April 20 -- World Economic Forum and INSEAD have published their report for Network Readiness Index, a ranking of countries around the world that showcases important data that helps to assess impact of the adoption and development of Information and Communication Technology(ICT) . Based on the framework of NRI, that measure key factors that drive competitiveness between countries, and their ability to use ITC.
Out of 138 countries tracked and ranked by widespread use of mobile phones, Internet, personal computer as well as regulatory environment and IT infrastructure, China ranks 36th and India 48th. Among other high-scoring Asian countries, Singapore excelled in second place while Taiwan checked in at sixth, Korea came in 10th and Hong Kong 12th.
The NRI framework comprises of 3 stakeholders:
Individuals
Businesses
Governments
It measures the following factors:
Environment ( Factors like market policies, political/regulatory make up, Infrastructure development)
Readiness ( Capability of stakeholders to use ICT )
Usage ( Actual usage of ICT by stakeholders )
The stakeholder play out their roles in the 3 factors to form the complete NRI rankings.
NRI rankings ( for 2010-2011 ) place India at rank 48 and it is classified as a Lower Middle Income country. It ranks third in its income group classification, behind Tunisia(35) and China(36). China ranks first amongst the BRIC ( Brazil, Russia, India, China ) countries that are major emerging markets, and is narrowing the gap between itself and other major western countries.
* chart omitted and can be viewed at http://www.pluggd.in/ict-network-readiness-indexindia-needs-to-step-up-297/
A breakup of the factors will bring in a clearer picture of the stats, let us compare them to how India was place in 2002-2003 and how it is placed today, and what needs to be done.
Environment Sub-index
It consists of 3 major factors : Market environment, Political and regulatory framework, Infrastructure development.
India ranks 58 ( was 44 in 2002-2003 ) on the global scale with quite an interesting breakup of he major factors.
The market environment is ranked at 41 globally, meaning that the markets are positive with healthy competition driving adoption and use of ICT.
The political and regulatory framework is ranked at 52, also something that instills faith in the markets and drives overall growth.
India scores dismally in the Infrastructure development and has a global ranking of 81.
China , India's most notable competitor is ranked 71, 50 and 58 for market environment, political/regulatory framework and infrastructure.
Readiness Sub-index
Readiness is the capability of the 3 major stakeholders to leverage ICT in the process of development of nations.
India is ranked 33 ( 50 in 2002-2003 ) globally owing mostly to its high score in Individual readiness rank 21 ( 70 in 2002-2003 ) .
Individual readiness is an assessment of the literacy rates, mode and locus of access to the Internet, and the degree of connectivity of individuals ( internet users per 100). This is a clear indication on how increased expenditure in education services is required.
Business readiness has always been a stat that has drawn attention from markets around the world. India is ranked 33rd globally ( 27 in 2002-2003 ), major software and technology exports drive the business sector to develop and invest in employee skills for using ICT effectively.
Government readiness indicates the policy of the government to encourage the use of ICT in the long and short term. India is ranked 48 ( 33 in 2002-2003 ). Government readiness can also be seen day to day with its use of ICT enabled services such as e-governance to perform its duties towards its citizens.
Usage Sub-index
Usage sub-index is an indicator of the degree of impact that adoption of ICT can have on a countries citizen's. Readiness and usage rank can vary considerably as not all who can use ICT actually use ICT.
India ranked 67 ( 43 in 2002-2003 ) for usage on the global scale.
On individual usage rank, India does poorly managing a global rank of 98 ( 79 in 2002-2003 ). This rank is assessed by measuring the deployment of new technologies that enhance connectivity.
Business usage measures the level of deployment of ICT across businesses in the country. India is ranked 45 now was ranked 42 in 2002-2003. It indicates the level of technology used for B2B and B2C commerce.
India's government usage index is the level to which governments use ICT to function. This includes use of e-governance for following procedures etc. Ranked at 47 in 2010-2011 in sharp contrast with its position in 2002-2003 indicates that the government policy is clearly not with this one.
China outperforms India in nearly every way and consequently enjoys a much higher ranking than India
What India needs right now
- India clearly needs to buck up on infrastructure development if it wants to have any real chance of catching up with China in the next decade. Development of infrastructure can drive further growth in the economy by encouraging usage of ICT. Current internet connectivity figures in India are low but rising steadily, compared to China though, they are still weak.
- Education can be the key here, with a major percentage of the population being under 30 years of age, the government should not lose out on this opportunity. Make the best of it by introducing quality educational institutions at affordable rates for the all round development of its human resources.
- Encouraging the adoption of new technologies at subsidized rates for small and medium businesses to encourage rapid growth.

Uniplex Announces onGO DMS Dynamic Web Repository; Document Manager Controls Corporate Intranet and Internet Documents.
SAN MATEO, Calif.--(BUSINESS WIRE)--June 3, 1996--Companies can now set up an enterprise document management system for effective information dissemination across the entire company, the corporate Intranet and the Internet.
Along with other corporate public and private documents, the onGO Document Management System (DMS) document store can contain and control the documents marked and approved for viewing on the corporate Web site. This ensures that corporate policies and procedures are applied to all company documents, including those available on the Web Site. By using onGO DMS as the enterprise repository for all corporate documents, companies can reduce costs, make users more productive and produce more timely information.
Through any Web Browser, DMS allows the viewing of all approved Web documents and, if given an appropriate password, other personal and company private documents stored in the document management system. "Administration, hardware and software costs are reduced by using a corporate repository for all company documents," said Mike Jarrett, President of Summit Integration Group, "And, since this repository is instantly available through a Web browser, users can be productive immediately."
Once a new Web document is approved, DMS automatically makes it available on the Web Site. There is no need to send a copy of the document to the Web Master to get it posted. As new versions of existing Web documents are approved, they automatically replace the older version of the document on the Web Site. This ensures that the version posted on the Web Site is always the most current approved version.
The onGO Document Agent Services (DAS) will automatically convert documents to HTML before being passed to the browser. This allows documents to be posted to the Web repository in their original file format - such as MS Word or Word Perfect. DMS also has the flexibility to pass the native forms of files, such as HTML, PDF, JPEG, GIF or even an MS Word document that are readable by helper applications. By simplifying the way documents are posted to the Web Site, DMS ensures that information is more timely and system administration costs are lowered.
"Global organizations are demanding highly secure environments for their Web repositories," says Linda Myers-Tierney, industry consultant and director for International Data Corporation. "The client/server architecture of onGO DMS is designed to meet the requirements for just such a resilient and secure environment." onGO DMS ensures system integrity through two-phase commit protocol between the document store and catalog; 24-hour availability of the stored documents through on-line backup; and document accuracy through version and revision management. Since DMS ensures the right information is always available to the right people, companies can become more competitive and avoid the potential costs of litigation due to erroneous information being published.
Pricing and Availability
English, French, German and Japanese versions of onGO DMS version 2 are generally available through the Uniplex direct sales force and resellers throughout the world. North American pricing for onGO DMS begins at $650 per user. onGO DMS version 2 is available for Windows 3.1, Windows 95 an Windows NT clients. Server platforms supported are IBM AIX, DG AViiON, HP 9000 Sun Solaris and SCO UNIX.

IT IS D-DAY! INTERPLAY'S DESCENT(TM) HITS RETAIL WITH FULL IMPACT! RETAILERS BREAK STREET DATE AS SHIPMENTS EXCEED 300,000!
IRVINE, Calif., March 17 /PRNewswire/ -- Interplay Productions' highly anticipated title "Descent(TM)" smashed into the retail channel today, D-Day, in the wake of the largest marketing campaign in the company's history. Interplay's "Descent" brings arcade/action gaming to the forefront as an original title for IBM and 100% compatible computers with 30 mind-scrambling levels in a 3-D first-person arcade/action game and a full 360-degree stomach-turning environment.
Currently #1 on the Internet's Top 100 Games for the sixth week in a row, "Descent" arrives on shelves with the full force of $1.5 million in marketing support, the largest marketing launch for a PC title in the history of the company, and quite possibly the industry. The launch includes a national TV, print and radio campaign. The marketing campaign also includes a partnership with Intel's Pentium line, a heavy- up in-store point of purchase campaign and more.
"`Descent' has far surpassed our initial expectations," said Jerry Luttrell, marketing manager for Interplay. "We knew gamers would go for it in a big way, but this kind of attention is unprecedented! The retail channel obviously couldn't wait as we have had numerous reports of retailers breaking the street date and selling it as early as March 15th."
With its outstanding and highly-advanced enemy artificial intelligence, "Descent" offers multi-player action with up to 8-person network play, head-to-head and modem support, tournament mode and death match. Another highlight of this advanced arcade/action game is the outstanding 3-D automap feature. These are just a few samplings of the exceptional features that gives players what they're looking for in a frenzied, hair-raising, stomach-turning action/arcade game.
The first glimpse gamers got of this hot title was the shareware version first released on Dec. 21 via the Interplay BBS and other computer bulletin boards and on-line services worldwide. That's when the pandemonium began. Interplay's BBS has been constantly busy 24 hours a day, seven days a week since the shareware was uploaded. But gamers patiently waited it out until they could get in and download the shareware game that everyone on the net was raving about.
"Descent," developed by Parallax Studios, is set deep in the mines of Lunar Base I where an unknown alien race has taken over the outposts of the Post Terrain Mineral Corporation. Players must rescue stranded hostages, destroy each command center and get out alive. Boasting 30 mind-scrambling levels, players must adjust as top becomes bottom and hang onto their senses as they scream straight down intense texture- wrapped mine shafts in their fully self-contained futuristic sub-light fighter.
Players can expect to be outwitted by phenomenal artificial intelligence where enemies and creatures strategize against their human opponent, morphing and adjusting their actions based upon the player's. With a simple keystroke, players can access the outstanding 3-D automap to orient themselves at any time throughout the game. Additionally, light source shading and directional sound effects add a sense of reality to the game play. Multi-channel, digital sound effects and an industrial rock score, screams as players plunge down the 3-D texture- mapped passages of "Descent."
"Descent" was produced by veteran Interplay producer Rusty Buchert. His past achievements include "Buzz Aldrin's Race into Space CD-ROM(TM)" "Star Trek: Judgement Rites(TM)" and "BattleChess 4000(TM)."
"Descent" is available now for IBM and 100% compatible systems. A CD-ROM version with an additional 30 levels will be available in the third quarter. A Macintosh version is currently in production and will be available early fourth quarter. "Descent" is Interplay's first virtual reality game that supports the VFX-1 VR-Helmet by Forte Technologies and the Cybermaxx VR-Helmet by Vectormaxx.
Founded in 1983, Interplay Productions is a company dedicated to manufacturing and distributing a wide range of award-winning entertainment and educational software designed for gamers, by gamers. Interplay, its MacPlay division and their affiliates release products for IBM and compatibles, CD-ROM and Macintosh as well as CD-i, 3DO, SEGA and Nintendo game platforms. Interplay's OEM division represents over 200 titles from publishers including Davidson & Associates Inc., LucasArts, Viacom New Media and Accolade to hardware manufacturers. Interplay titles include "Descent(TM)," "Cyberia(TM)," "Boogerman(TM)," "Voyeur(TM)," "BattleChess(R)" and "C2: Judgement Clay(TM)."

Share-repurchase plan gives IAC a boost.(Stock focus: IAC/Interactivecorp (NASDAQ-IACI))
Shares of Barry Diller's IAC/ InterActiveCorp rose nearly 5% ($1.03 per share) between March 24 and March 30, after the online conglomerate said it would begin a stock repurchase program to buy back as much as 102.9 million shares.
News of the share repurchase came about a week after IAC, which controls online travel giants Expedia.com and Hotels.com, as well as television channel the Home Shopping Network, announced a $1.85 billion deal to buy Internet search engine Ask Jeeves Inc. IAC said in a statement that it planned to buy back the shares--part of earlier repurchase authorizations in 2003 and 2004--beginning on March 29. The repurchase would also offset a portion of the dilution inherent in the all-stock transaction with Ask Jeeves. According to that deal, IAC plans to exchange 1.2668 shares of its stock for every share of Ask Jeeves.
IAC will buy back as much as 25% of its average daily volume during the past four calendar weeks, which as of March 28, was about 1.1 million shares daily. In addition, IAC said it could also repurchase stock in privately negotiated transactions.
Travel portals head for new destinations: as airline and hotel groups limit their use of travel sites and do more direct selling, the holiday portals are looking for new markets in which to position their brands.(News Analysis)
The big travel portals are responding to the slim margins in some parts of their business by branching out into new areas, such as selling tickets for entertainment and activities at the destination, as NMA reported last week.
This move is partly because their traditional hotel and airline partners are getting increasingly picky about which sites they work with and how they do so. But just how tough are the hotels and other companies going to get with major sites like Travelocity, Lastminute, Ebookers and Expedia? Are these travel sites really getting squeezed by suppliers, or is it the other way around? Have they been trying to take advantage of the hotels and airlines, which are now fighting back?
Direct flights
Airlines have been eating away at the strong position of the portals with ever more savvy marketing of their own Web sites. There can't be many planes these days that don't have a 'www' on their side, often displacing more traditional airline logos. The margins available to Web sites and other distributors have at the same time been getting thinner and thinner. In the US, NorthWest Airlines has gone a step further and promised that tickets bought anywhere other than its Web site will be more expensive.
Hotels are increasingly following a similar policy. The first to do so was Intercontinental Hotels Group, owner of Holiday Inn and Crowne Plaza, which said it will sell only through authorised distributors. Travelocity was in, Expedia and Hotels.com were out. At the same time, it launched a marketing campaign promising the cheapest prices at its own site.
Dermot Halpin, MD of Expedia, wasn't too worried by the breakdown in relations with Intercontinental. "It's an interesting case but not the harbinger of doom," he said.
Last week Hilton international followed suit, CEO David Michels saying it will cut ties with Web sites and other distributors that it deems are guilty of offering misleading prices or demanding conditions it thinks too harsh. This time Lastminute and Travelocity have both passed the test, although Hilton won't say who hasn't.
Tim Davis, senior VP of distribution and ecommerce for Hilton, says some travel sites have been demanding commission rates two or three times the size given to traditional travel agents, and that's why it decided to act. "If they can get away with it I don't blame them, but with Hilton they won't," he says. "The Internet has created and enabled bad practices. We want to nip that in the bud."
Ned Booth, MD of Travelocity, says, "The tide is certainly turning a bit. Those with supplier-friendly models are benefiting." But he warns that as things change, "it could end up in increased prices for consumers."
You won't find hotel groups agreeing with that last statement. They're wrapping all this up as an exercise in making things easier for consumers. They say they want to stop practices which confuse customers or limit the choice available to them. It reckons travel sites are sometimes guilty of promoting hotel rooms that have the highest margin for the site, rather than the best price for the consumer. Of course, there's also the obvious benefit of being able to keep more money for themselves and not have to share commission with any travel portals.
On the other hand, supplier relations are crucial for all the travel sites. Without being able to offer seats on flights people want to take or beds in hotels they want to stay in, they simply don't have a business.
Branching out
But alongside trying to keep all these suppliers happy, travel sites are recognising the importance of other services they might sell. Flights aren't a great way to make money any more. Margins are tight and likely to worsen.
This is why travel sites are increasingly trying to push customers towards new items. In the same way they all try to sell a hotel room, hire car and travel insurance when you book a flight, they're now starting to offer tickets to theatres and clubs, or maybe a helicopter ride too.
So while the airlines and hotel groups are changing the way they operate to deal with the challenge from the travel portals, the latter are shifting their businesses as well, to deal with these tougher attitudes.
"The way to profitable growth in this sector is lots of interaction with customers," says Brent Hoberman, CEO of Lastminute. He points to dynamic packaging--where customers put together their own flight, hotel and car hire deal online as one key area for the future.
So it looks likely that consumers will get offered far more through the main travel sites. However, if the emerging battle between distributors and suppliers continues, those same consumers may find they're having to look around several places to get a full view of what's available.

US TAKES SECTOR TOWARDS CONSOLIDATION
US consolidation is also liable to change the landscape for travel portals in the near future. Travel group Cendant was forced into an explicit denial after a report linked it to a takeover of rival Amadeus, although someone is likely to de that deal soon. Cendant is, however, buying Orbitz for $1.25bn.
The European market is still rather more fragmented. The US has three or four major carriers, for example, whereas Europe has at least one per country, sometimes with several strong smaller players keen to punch above their weight.
Brent Hoberman thinks it's the big US players that will be increasingly muscling their way into the European market. When they do, it's likely to be via takeovers rather than by developing their own new brands. Ned Booth of Sabre-owned Travelocity says that when it looks to expand it will be buying rather than building. "I think we'd always acquire to enter new markets," he says.
Indeed, Ebookers is in takeover talks at the moment. Whether it's a US player or someone else has yet to be revealed, but both Sabre and Interactive Corp have been spoken of as possible suitors.

Issues Paper on Internet Governance Released.(Brief Article)
By Nicole Wellington, Melissa Lessi and Adela Strzalek
On 27 January 2004, the International Chamber of Commerce released an 'Issues Paper on Internet Governance' (Paper), aimed at clearing up confusion on the issue. The Paper defines internet governance as technical engineering, technical co-ordination and handling of public policy matters.
It notes that a number of different private-sector organisations play a critical role in the technical coordination of the internet, including the Internet Corporation for Assignment Names and Numbers (ICANN), and outlines ICANN's role in coordinating and managing the domain names system.
The Paper goes on to identify several examples of public policy matters related to internet governance, which are generally the responsibility of governments. These include tax, education, security and technological innovation.
The content of this article is intended to provide a general guide to the subject matter. Specialist advice should be sought about your specific circumstances.

R. Andrew Swinney, President of The Foundation, formally announced this commitment following the Foundation's Board of Managers meeting in mid-March.
NFTE's mission is to provide programs that inspire young people from low-income communities to stay in school, to recognize business opportunities and to plan for successful futures.
