NSW:Carr:Tort reform needed to lower public liability premiums

SYDNEY, April 4 AAP - Focusing on the shortcomings of the insurance industry withouttort reform would not lower public liability premiums, NSW Premier Bob Carr said today.

State premiers will meet in Canberra tomorrow to discuss public liability insurance reforms.

Mr Carr said despite the Victoria and Queensland attorneys-general calling for morefocus on insurance industry shortcomings, he would call for tort law reform.

"I just think (their call) is code for a very dangerous avoidance of reform," he told ABC radio.

"It's one thing to highlight the insurance industry, that's part of our package ...

but you will not bring down the cost of public liability insurance unless you bring downthe amount of claims going through the public court system."

Mr Carr said reform changes had to occur across the country and not just in NSW tostop the upward pressure on costs and rising insurance premiums.

"Tort law reforms has got to be part of this," he said.

"That means setting thresholds, that means capping payments."

Public events such as surf carnivals and Anzac parades across Australia would cometo an end without law reforms, Mr Carr said.
