CANBERRA, Feb 21 AAP - The federal government would rather offer tax cuts than boostspending in the May Budget, Prime Minister John Howard said today.

But Australia's deployment of troops for a possible war with Iraq would eat heavilyinto the Budget and defence spending would be significantly increased, Mr Howard said.
